Amends the Children and Family Services Act to require the Department of Children and Family Services to implement a specific rate reimbursement methodology (89 Ill. Adm. Code 356.50(f)) for calculating payment rates to private agencies beginning in State Fiscal Year 2021 and every year thereafter.

Payment rates must include adjustments for general inflation as measured by the Consumer Price Index (all items less medical care in Midwest urban areas for all urban consumers, not seasonally adjusted).

Applies to private agencies contracting with DCFS to provide residential services, specialized or non-traditional foster care, traditional foster care, intact family services, and teen parenting services.

Payment rates are subject to appropriations and effective immediately upon becoming law.
