IL HB4869

Creates the Local Accessory Dwelling Unit Act to regulate accessory dwelling units (ADUs) at the local government level.

Defines "accessory dwelling unit" as an attached or detached residential unit with complete independent living facilities on the same parcel as a primary residence, including efficiency units and manufactured homes.

Prohibits local governments from banning the construction or use of accessory dwelling units within their jurisdictions.

Allows local governments to establish reasonable regulations regarding size and location of ADUs similar to other accessory structures, provided such regulations do not effectively prohibit ADUs.

Limits home rule powers by requiring home rule units to regulate ADUs consistently with this Act.
