• Requires the Department of Healthcare and Family Services to increase rates for ID/DD and MC/DD facilities effective January 1, 2020 to provide a minimum $2 per hour wage increase for non-executive front-line personnel including direct support persons, aides, supervisors, nurses, and support staff.

• Mandates that rate increases for community-based providers serving persons with developmental disabilities fund a minimum $2 per hour wage increase and ensures funds are allocated to direct care staff compensation.

• Authorizes emergency rulemaking by the Departments of Human Services and Healthcare and Family Services to expeditiously implement the wage increase provisions, with this authorization repealing on January 1, 2026.

• Takes effect immediately upon becoming law.
