Establishes the McHenry County Children and Family Services Agency (referred to as "AJ's Law") to replace Department of Children and Family Services operations in McHenry County for an initial 5-year period.

Agency assumes all powers and duties of the Department under the Children and Family Services Act and the Abused and Neglected Child Reporting Act, including crisis hotline operations and case management.

McHenry County Board chairperson appoints an executive director with county board approval; all agency employees are county employees with same qualifications as Department employees and eligible for same training and benefits.

State funding flows directly to the county equal to the total appropriations the Department previously used in McHenry County, distributed within 14 days of receipt; agency must submit annual budgets to the Department and issue yearly performance reports.

Division automatically repeals 6 years after enactment; county may cease operations after the initial 5-year period with 90 days' notice, upon which Department powers and duties resume and remaining grant funds revert to the state.
