HB4891 Summary

• Effective January 1, 2021, expands Medicaid eligibility to persons aged 19 and older who would otherwise qualify but for their immigration status, with income at or below 133% of federal poverty level plus 5%.

• Eligible undocumented immigrants receive coverage identical to the Health Benefits Service Package under Illinois Medicaid.

• Amends the Illinois Public Aid Code Section 5-2 to add this new category of eligible persons as paragraph 21.

• Requires federal approval for changes to Medicaid eligibility and provides that coverage does not take effect until such approval is received.
