Amends 12 different Acts administered by the Department of Public Health, including the Nursing Home Care Act, Hospital Licensing Act, Mobile Home Park Act, Swimming Facility Act, and various licensing laws for plumbers, pest control, asbestos abatement, and lead poisoning prevention

Removes the requirement that the Department of Public Health provide and pay for a stenographer to record testimony at administrative hearings

Requires the Department to keep a full and complete record of all contested proceedings, with testimony recorded but not required to be transcribed unless the decision is appealed

Allows parties to obtain transcript copies by paying the cost of preparation, and permits parties to arrange for a court reporter at their own expense
