Requires the Department of Healthcare and Family Services to establish a case tracking system to monitor payments for individuals with "inactive" case files in the Medicaid Management Information System.

Mandates the Department use the system to prevent payments to deceased individuals who are ineligible for medical assistance.

Requires the Department to cross-reference tracked individuals' names, social security numbers, and relevant information against the Department of Public Health's Division of Vital Records at least once monthly.

Directs the Department to add confirmed deceased individuals' dates of death to the case tracking system and take all necessary steps to stop payments on their behalf.

Authorizes the Department to adopt rules necessary to implement the case tracking system requirements.
