Amends the Code of Civil Procedure (735 ILCS 5/2-1303) to exclude child support arrearages from the definition of "consumer debt."

Excludes judgments for child support arrearages from the definition of "consumer debt judgment."

Consumer debt judgments of $25,000 or less draw interest at 5% per annum instead of the standard 9% rate.

Judgment debtors may stop interest accrual by tendering payment of judgment, costs, and accrued interest, even during appeal or other proceedings to modify the judgment.

Provisions apply to all consumer debt judgments entered after the effective date of this amendatory act.
