Amends the Statute on Statutes to redefine "honorable discharge" and "honorably discharged" for purposes of Illinois state veterans benefits eligibility.

Expands the definition to include discharges under other than honorable conditions when resulting from post-traumatic stress disorder, traumatic brain injury, sexual assault or harassment, LGBTQ-related issues, or mental health issues.

Explicitly excludes bad conduct discharges and dishonorable discharges from the expanded definition.

Applies to all statutes, rules, and administrative agency interpretations used to determine eligibility for state veterans benefits.
