Allows the Illinois Secretary of State to issue special Air Force Combat Action Medal license plates to Illinois residents who have been awarded the Air Force Combat Action Medal.

Air Force Combat Action Medal plates may be displayed on passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing not more than 8,000 pounds.

Plate design, color, and format are within the discretion of the Secretary of State, and plates may be issued as vanity or personalized plates without requiring the "Land of Lincoln" designation.

Adds Air Force Combat Action Medal plates (Section 3-699.22) to the list of military special plates that surviving spouses may retain after a service member's death, provided the spouse is an Illinois resident and transfers registration within 180 days.

Takes effect upon becoming law.
