Establishes a Medicaid Technical Assistance Center within the Department of Healthcare and Family Services' Office of Medicaid Innovation to strengthen health care provider organizations and increase capacity, access, and quality of Illinois' HealthChoice Illinois Medicaid managed care program

Requires the Center to provide free in-person and web-based trainings throughout the state for health care providers, with content tailored to providers' varying levels of readiness, resources, and client populations

Mandates the Center maintain a website with training archives, calendars, provider resources, FAQs, and contact information for the Department, managed care organizations, and Center staff

Requires regional learning collaboratives with quarterly attendance by Department and managed care organization leadership, plus public network adequacy reports within 3 years of implementation (annually thereafter) identifying provider service deserts and health care disparities by race and ethnicity

Creates the Medicaid Technical Assistance Center Fund to receive state appropriations and federal financial participation funds, which must be maximized and used exclusively for Center development and expansion
