Creates the Water Heater Safety Valve Act requiring manufacturers and suppliers of water heaters for residential use in Illinois to install temperature mixing valves or other safety valves that prevent water above 120 degrees Fahrenheit from reaching any faucet or water source.

Amends the Illinois Plumbing License Law to require plumbers installing water heaters in residential homes or facilities to supply or attach a temperature mixing valve or safety valve meeting the same 120-degree Fahrenheit standard.

Designates the Department of Public Health as the administering and enforcing agency for the Act's provisions.

Establishes civil penalties of $500 for the first violation and $1,000 for each subsequent violation, with enforcement authority granted to the State's Attorney or Attorney General to collect penalties through circuit court action.

Effective date of January 1, 2021.
