Amends the Probate Act of 1975 to prohibit filing petitions for guardianship of a minor when the primary purpose is to reduce the minor's available financial resources to qualify for educational financial assistance

Authorizes courts to deny guardianship petitions if they find by a preponderance of evidence that the primary purpose is to enable the minor to declare financial independence for obtaining educational financial aid

Targets both public and private financial assistance from educational institutions, as well as state and federal student financial aid programs

Addresses a practice where parents transfer guardianship to other individuals so their children appear financially independent on college financial aid applications
