Requires school district employees employed for at least 12 months and working at least 1,000 hours in the previous 12 months to be eligible for family and medical leave under the federal Family and Medical Leave Act of 1993.

Extends the same family and medical leave eligibility requirements to employees of the University of Illinois, Southern Illinois University, and all public Illinois universities (Chicago State, Eastern Illinois, Governors State, Illinois State, Northeastern Illinois, Northern Illinois, and Western Illinois).

Provides community college district employees with the same family and medical leave eligibility if employed for at least 12 months and having worked at least 1,000 hours in the previous 12-month period.

Aligns state-level leave requirements with federal FMLA standards for all public school districts, universities, and community colleges in Illinois.
