• Requires prescribers to discuss risks of physical or psychological dependence with patients under 18 years old (or their parents/guardians if not emancipated) before issuing Schedule II opioid prescriptions.

• Prescribers must include alternative treatment options in the discussion if deemed appropriate.

• Prescribers must document in the patient's medical record that the discussion took place.

• Exempts patients currently receiving hospice care from a comprehensive hospice licensed under the Hospice Program Licensing Act from the discussion requirement.

• Takes effect immediately upon becoming law.
