HB5003 - Firefighting Foam Act

• Prohibits use of Class B firefighting foam containing intentionally added PFAS chemicals for training purposes after June 30, 2020, requiring use of PFAS-free training foam instead.

• Prohibits use of Class B firefighting foam containing intentionally added PFAS chemicals for testing purposes after June 30, 2020, unless the testing facility implements appropriate containment, treatment, and disposal measures to prevent environmental releases.

• Applies prohibitions regardless of whether testing is required by law or mandated by local government or State agency authority.

• Exempts manufacture, sale, and distribution of PFAS-containing Class B firefighting foam from restrictions.

• Permits use of PFAS-containing Class B firefighting foam in emergency firefighting operations and emergency fire prevention operations.
