• Mandates ticket brokers and resellers guarantee full refunds (including handling and delivery fees) if the ticket does not grant admission, fails to match its description, or the event is cancelled and not rescheduled.

• Establishes that provisions requiring the 10% fee cap and consumer protection disclosures apply only to ticket resales after the initial sale, excluding Internet auction listing services from certain disclosure requirements.
