HB5012 Summary

• Changes the name of "sex education" to "sexual health education" throughout the School Code and related education statutes.

• Requires comprehensive sexual health education in grades 6-12 to include medically accurate, evidence-based instruction on anatomy, healthy relationships, consent, pregnancy options, contraception, STI/HIV prevention, and personal safety including sexual assault awareness.

• Removes previous requirements emphasizing abstinence until marriage and replaces them with instruction covering abstinence as one option alongside other scientifically accepted prevention methods including contraception, vaccination, PrEP, and PEP.

• Expands family life education requirements to include all pregnancy options (parenting, adoption, abortion), screening and treatment of HIV/AIDS, and evaluation metrics focused on reducing STI disparities, sexual assault, and unintended pregnancy.

• Allows parents to opt children out of comprehensive sexual health education with written objection; prohibits refusal to participate from resulting in suspension or expulsion.
