Municipalities cannot prohibit public comments or city council input after a "petitioner" (person or entity with direct financial or ownership interest in an agenda item) addresses the city council

Municipalities may still limit the duration of public and council comments following a petitioner's presentation, but cannot ban such comments entirely

Applies to home rule municipalities, limiting their ability to regulate public input in ways inconsistent with the new requirements

Amends the Illinois Municipal Code by adding Section 3.1-55-30

Takes effect immediately upon becoming law
