Establishes the African Descent-Citizens Reparations Commission within the Department of Central Management Services with 20 members including the Governor, legislative representatives, national reparations coalition representatives, and 10 public members (at least 8 of whom must be African American descendants of slavery).

Commission members shall be appointed within 60 days of the bill's effective date, serve without compensation (but may be reimbursed for travel), and elect a chairperson at their first meeting.

Commission duties include ensuring equity and parity for African American descendants of slavery in poverty, developing implementation measures, holding hearings, public education on reparations, and submitting annual reports to the Governor and General Assembly beginning December 31, 2020.

Commission shall address specific issues including preservation of African American neighborhoods through investment in business and housing, development of vocational training centers with satellite locations statewide, proportional representation in state contracts for African American vendors, and creation of an Illinois Slavery Era Disclosure Bill.

Department of Central Management Services shall provide administrative support and staffing, with all state agencies required to provide testimony and documents as directed.
