Amends Section 2-108 of the Illinois Code of Civil Procedure regarding place of trial for civil actions

Requires all civil actions to be tried in the county where they are commenced, unless a statute specifically requires transfer to a different county

Abolishes the doctrine of intrastate forum non conveniens, which previously allowed courts to transfer cases to a more convenient county within Illinois

Removes judicial discretion to move cases between Illinois counties based on convenience factors for parties and witnesses
