Amends the Property Tax Code to expand who may serve notice of expiration of redemption period in counties with 3,000,000 or more inhabitants (currently Cook County).

Allows notice to be served by a licensed or registered private detective under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004, in addition to sheriffs or coroners.

Maintains existing requirements for notice to be published in a newspaper and served personally upon owners residing on the property.

Preserves special process server provisions for counties with 3,000,000 or more inhabitants where a taxing district is petitioner for tax deed.

Takes effect immediately upon becoming law.
