Establishes minimum homemaker service rates of $23.40 per hour beginning July 1, 2020 (supporting $14 minimum wage) and $24.96 per hour beginning July 1, 2021 (supporting $15 minimum wage) under the Illinois Act on the Aging Community Care Program.

Requires rates in state fiscal year 2023 and thereafter to be no lower than rates in effect July 1, 2021, with in-home service providers required to certify compliance with mandated wage increases for direct service workers.

Prohibits reduction of fringe benefits including paid time off, training payments, health insurance, travel, and transportation in relation to rate increases.

Effective July 1, 2020, establishing binding wage floors for homemaker services provided through the Community Care Program.
