Board of Higher Education shall select 6 public institutions of higher education to participate in a pilot program providing assistance to homeless students and former foster care students (subject to appropriation).

Participating institutions must provide accommodations including laundry facilities, storage, shower facilities, reduced-price meals, food bank access, technology access, short-term housing assistance during breaks, and case management services.

Institutions may develop plans to convert surplus property into affordable housing for eligible students and shall connect students with community resources from non-profit organizations and local housing authorities.

Participating institutions must report to the Board on student numbers, assistance provided, accommodation strategies, and legislative recommendations; the Board shall submit a comprehensive report to the General Assembly by December 1, 2025.

Pilot program expires July 1, 2025, with statutory provisions repealed January 1, 2026; non-selected institutions are invited to participate voluntarily.
