Amends the Renter's Financial Responsibility and Protection Act to add a new condition under which rental companies may void a damage waiver

Allows rental companies to void damage waivers when a rental vehicle is stolen and the renter fails to return the vehicle's ignition key and key tag to the rental company

Requires renters to file a police report within 24 hours of discovering the theft to maintain damage waiver coverage

Mandates that renters fully cooperate with the rental company, law enforcement, and other authorities investigating the stolen vehicle to keep the damage waiver valid
