Requires any individual with a fishing license to also obtain an aquatic conservation stamp before taking fish, minnows for commercial purposes, turtles, mussels, crayfish, or frogs from Illinois waters.

Sets the aquatic conservation stamp fee at $5 for both resident and non-resident licensees, with a waiver for residents over 75 years of age.

Allows holders of scientific collector's permits to fish with sport fishing devices without a license.

Creates the Aquatic Conservation Stamp Fund to receive stamp fee revenue and deposits, with appropriations restricted to the Division of Fisheries for aquatic life conservation and combating aquatic nuisance species.

Takes effect January 1, 2021.
