Requires each State agency to implement job training strategies and programs for ex-offenders to increase their employment in State government.

Requires each State agency to implement job training strategies and programs for persons aged 16 to 21 to increase their employment in State government.

Mandates State agencies submit annual reports to the Department of Central Management Services detailing participation numbers and employment outcomes from both job training programs.

Authorizes the Department of Central Management Services to assist State agencies in developing, implementing, and modifying job training programs and to provide information about existing training and educational resources.

Defines "ex-offender" as any person convicted of a crime in Illinois, sentenced to incarceration in an Illinois adult correctional center, and subsequently released from that facility.
