Changes Department of Agriculture authority from prohibited to permissive regarding audit or validation of animal shelter intake and outcome statistics during license renewal.

Establishes reduced annual renewal license fees for animal shelters meeting four specific requirements: collaboration with a 501(c)(3) rescue group, comprehensive adoption program with off-site events and incentives, innovative pet retention strategies including counseling and resource referrals, and public relations efforts to increase adoptions and donations.

Requires the Department of Agriculture to adopt rules implementing the reduced fee structure for qualifying animal shelters.

Takes effect upon becoming law.
