Creates the Pembroke Township Natural Gas Investment Pilot Program with a 5-year duration administered by the Department of Commerce and Economic Opportunity.

Distributes grants from the Pembroke Township Natural Gas Investment Fund for construction of new natural gas pipelines and infrastructure in Pembroke Township.

Requires grant applicants to demonstrate that funds will result in construction of a new natural gas pipeline to provide service to township residents.

Establishes the Pembroke Township Natural Gas Investment Pilot Program Fund as a special state treasury fund that may accept private, public, and federal funds.

Mandates annual reports to the Governor and General Assembly beginning March 1, 2022 including cost estimates, recommendations for program improvement, and whether the program should continue.
