Extends the repeal date of the Emergency Telephone System Act from December 31, 2020 to December 31, 2023

Changes the deadline for all Illinois 9-1-1 systems to provide Next Generation 9-1-1 service from July 1, 2020 to within 12 months after a statewide NG9-1-1 network contract is awarded under the Public Utilities Act

Requires all 9-1-1 systems to accept text-to-911 by January 1, 2023

Establishes training requirements for public safety telecommunicators, including mandatory training on emergency dispatch procedures before independently handling calls and biannual continuing education

Updates numerous definitions in the Act, including expanding the definition of "carrier" to include telecommunications carriers, wireless carriers, local exchange carriers, and VoIP service providers, and revising the definition of "emergency call" to include text, video, and other communication methods beyond voice calls
