Amends Illinois School Code Section 27-23.12 to extend the deadline for the Emotional Intelligence and Social and Emotional Learning Task Force to complete guidelines and recommendations from March 1, 2020 to March 1, 2021.

Task Force must develop age-appropriate curriculum and assessment guidelines for emotional intelligence and social and emotional learning in elementary and high schools, including instruction on recognizing and positively expressing emotions.

Task Force must make recommendations on funding of appropriate services and available funding sources, including federal funding, to address social and emotional learning.

Task Force composition includes the State Superintendent, representatives from school districts, school boards, educators with support personnel endorsements, children's mental health experts, school principals, charter schools, and Cook County school psychologists.

Task Force is dissolved upon completion of the guidelines and recommendations; takes effect immediately upon becoming law.
