Amends the Toll Bridge Act to allow county boards to establish toll rate schedules through agreements lasting up to 99 years.

Permits county boards to alter and change toll rates using various methods including toll rate schedules with adjustable maximum rates or other toll rate structures.

Prohibits the imposition of tolls on public roads, streets, or highways except for toll bridges as specifically authorized.

Requires electronic toll collection systems on toll bridges to be compatible with the Illinois State Toll Highway Authority's system and allows municipalities to enter agreements with the Authority for toll collection services.

Exempts toll bridges in Winnebago County that were operating and collecting tolls as of the effective date of the 97th General Assembly from these provisions.
