Removes provisions allowing health care facilities and practitioners to charge patients or their representatives fees for photocopies of patient records.

Eliminates previous fee schedules that charged patients 75 cents per page for pages 1-25, 50 cents per page for pages 26-50, and 25 cents per page for pages over 50.

Allows facilities and practitioners to charge only for duplication of materials that cannot be routinely copied on standard commercial photocopy machines, such as x-ray films, pictures, CDs, DVDs, or other storage media.

Requires health care facilities and practitioners to provide without charge one duplication of non-standard record materials for indigent homeless veterans requesting records to support federal veterans' disability benefits claims.

Removes the $20 handling charge and postage fee previously authorized for processing record requests.
