Increases minimum age requirement for obtaining fishing licenses from 16 to 18 years old for residents and non-residents taking any aquatic life in Illinois.

Requires individuals 18 years or older (rather than 16) to obtain salmon stamps for Lake Michigan and inland trout stamps for other waters before fishing.

Exempts individuals under 18 years old from licensing requirements if they are blind, have a disability, or fish at licensed fee fishing areas.

Requires individuals under 18 years old with lifetime hunting or sportsmen's combination licenses to carry a certificate of competency while in the field.

Takes effect immediately upon becoming law.
