• Department shall establish a competitive application system for communities to apply for certification, provide technical assistance for cultural preservation goals, and collaborate with state agencies, local government, and private entities to maximize district benefits.

• Certification period is 5 years for initial designation, with renewal available every 3 years thereafter.

• Designated districts must submit a report within 12 months detailing current programs and 4-year goals, and submit annual status reports thereafter.
