Amends the Illinois Highway Code Section 4-220 to require the Department of Transportation to establish and solely fund bicycle and pedestrian ways in or within one mile of urban areas during construction, reconstruction, or other changes to State transportation facilities.

Exempts pavement resurfacing projects that do not widen the existing traveled way or provide stabilized shoulders from the requirement.

Allows the Secretary of Transportation to approve exemptions based on documented safety issues, excessive cost, or absence of need.

Permits bicycle and pedestrian ways to be included in pavement resurfacing projects when local support exists or accommodations can be added within the scope of original roadwork.

Takes effect upon becoming law.
