Creates the Forest Preserve District and Conservation District Design-Build Authorization Act, allowing these districts to use design-build contracts that combine architecture, engineering, and construction services under a single contract

Establishes a two-phase selection process for design-build contracts: Phase I evaluates qualifications and creates a shortlist of 2-6 entities; Phase II evaluates technical proposals and cost submissions, with price weighted no more than 60%

Projects estimated under $12,000,000 may combine the two-phase selection process into a single phase while maintaining all evaluation requirements

Raises the competitive bidding threshold from $25,000 to $50,000 for contracts in conservation districts, downstate forest preserve districts, and the Cook County Forest Preserve District

Requires design-build entities to submit reports every 6 months and at project completion detailing compliance with utilization goals for minority, women, and disabled-owned business enterprises
