Amends the Abused and Neglected Child Reporting Act to require the Department of Children and Family Services to immediately share all reports of child abuse or neglect with local law enforcement agencies, regardless of who allegedly committed the abuse.

Changes reporting language from "referred to" to "shared with" law enforcement and provides that law enforcement may, in its discretion, conduct criminal investigations based on the shared report information.

Expands the scope of mandatory reporting to local law enforcement to include allegations against any person, rather than limiting it to non-family members (previously excluded parents, family members, and caregivers).

Names the Act the "AJ Freund Act" to honor a child victim.

Allows law enforcement to investigate suspected child abuse or neglect concurrently with the Department without regard to whether the Department determines a report to be "indicated," "unfounded," or "undetermined."
