Requires drivers who cannot safely change lanes to reduce speed to 20 miles per hour below the posted speed limit when passing stationary emergency vehicles

Current law requires drivers to either change lanes away from the emergency vehicle or reduce speed, but does not specify a minimum speed reduction

Existing penalties remain unchanged: fines of $250-$10,000 for first violations, $750-$10,000 for subsequent violations, with enhanced penalties including license suspension and felony charges if violations result in property damage, injury, or death
