• Amends the School Code to allow school districts to use information in the Educator Licensure Information System instead of conducting their own criminal history records checks for substitute teachers.

• Permits school districts to rely on certificate information from regional superintendents regarding background check results for substitute teachers, concurrent part-time teachers, and educational support personnel seeking employment in multiple districts.

• Requires the State Board of Education to indicate in the Educator Licensure Information System for 90 days whether a substitute teacher applicant has been issued a certificate based on criminal history and sex offender database checks.

• Maintains existing requirements for criminal history records checks, Statewide Sex Offender Database checks, and Statewide Murderer and Violent Offender Against Youth Database checks conducted every 5 years for continuing employees.

• Takes effect immediately upon becoming law.
