Cable and video providers must cease charging customers rental fees for modems and routers once the customer has paid the wholesale cost plus a reasonable markup not exceeding 5% of the wholesale cost.

Providers must notify customers in each billing statement of the discontinuation of rental charges and include disclosure of rights and responsibilities relating to modem and router maintenance.

These requirements amend the Public Utilities Act (220 ILCS 5/22-501) and apply to all cable and video service providers operating in Illinois under various authorization types.
