Establishes a disproportionately underrepresented teacher grant program administered by the Illinois Student Assistance Commission.

Provides $5,000 renewable grants for up to 4 years to eligible students enrolled in teacher education or approved educator preparation programs at Illinois public or private universities.

Eligibility requires applicants to be high school graduates from Illinois, members of populations underrepresented in the state's teacher-to-student ratio, and intending to obtain an educator license.

Limits grants to no more than 200 first-time recipients per year with a maximum of 800 total grants funded at any one time, subject to appropriation.

Requires recipients who fail to obtain an educator license to repay all grants received, though the Commission may waive or partially waive repayment under certain conditions; effective July 1, 2020.
