Amends the Illinois Modular Dwelling and Mobile Structure Safety Act by modifying Section 4 regarding home rule authority over modular dwellings and mobile structures.

Changes the limitation on home rule units' concurrent powers from applying to all home rule units to applying only to home rule units with a population of less than 1,000,000.

Clarifies that the entire Act (rather than just one section) serves as a constitutional limitation under Article VII, Section 6(i) of the Illinois Constitution on home rule unit powers in this area.

Maintains existing requirements that modular dwellings and mobile structures must bear a Department seal and manufacturer certification of safety code compliance before being rented or sold in the state.

Preserves local authority for cities, towns, villages, townships, and counties to adopt construction standards through local ordinances that incorporate state rules and receive Department approval.
