Requires owners of state-funded day care centers to provide at least 90 days' written notice to parents or guardians before closing the facility.

Mandates owners hold at least 2 meetings with parents or guardians to discuss the proposed closure and must attend meetings personally or designate managerial personnel to attend.

Requires owners or their representatives at closure meetings to be prepared to discuss alternatives to closure or delay the closure to allow parents additional time to find alternative care.

Violation of these requirements is enforceable by the Department of Children and Family Services with authority to impose penalties or appropriate remedies.

Exempts closures ordered by the Department due to health, safety, moral, or welfare concerns for children.
