Requires all contractors engaging in construction business in Illinois to document proof of participation in an apprenticeship program approved and registered with the U.S. Department of Labor's Bureau of Apprenticeship and Training.

Defines "construction" broadly to include building, altering, repairing, renovating, demolishing, and maintaining structures, highways, bridges, sewers, water works, and related projects.

Imposes civil penalties of up to $5,000 for a first violation and up to $10,000 for each subsequent violation of the apprenticeship requirement.

Grants the Illinois Department of Labor authority to conduct investigations, institute penalty actions, and enforce the Act using powers provided under the Illinois Wage Payment and Collection Act.

Authorizes the Department of Labor to adopt rules necessary to implement the Construction Apprenticeship Program Act.
