• Expands "single prime" procurement definition to include public institutions of higher education in addition to the Capital Development Board for design-bid-build construction projects.

• Changes requirement from "may" to "must" prepare separate specifications for five work subdivisions (plumbing, HVAC, ventilation, electrical, general contract work) for building construction contracts exceeding $250,000 through December 31, 2024.

• Creates new subsection (a-5) allowing Capital Development Board to optionally combine multiple work subdivisions for single prime projects through December 31, 2024, with requirements for subcontractor identification and consent protections.

• Creates new subsection (a-10) allowing institutions of higher education to use single prime method for projects exceeding $250,000 if they: submit written notice to Procurement Policy Board, ensure bidder prequalification, limit smaller projects to 50% of annual bids, and comply with minority/women/disability business requirements; caps aggregate annual contracts at $100,000,000 ($300,000,000 for University of Illinois Board of Trustees).

• Extends repeal date of single prime provisions from January 1, 2021 to January 1, 2025 and makes Act effective immediately.
