Prohibits any person from knowingly releasing balloons into the air, with exceptions for scientific/meteorological purposes by institutions of higher education or governmental agencies, and for balloons released indoors that remain indoors.

Defines "balloon" as any inflatable object made from plastic, latex, rubber, or mylar filled with lighter-than-air gas, excluding hot air balloons carrying human passengers.

Sets civil penalty of $500 per offense for violations, with the release of 50 or fewer balloons at one time constituting a single offense.

Takes effect January 1, 2021.
