Protects professional workers employed by joint special education agreements who are displaced due to dissolution, reorganization, withdrawal, removal, or addition of districts to the agreement by transferring their length of service, pay, and benefits to any new school district that hires or transfers them.

Deems the new employment a continuation of previous employment regardless of the district's participation in the joint agreement, ensuring no loss of seniority or benefits status.

Allows displaced workers to receive substantially equal benefits if identical benefits are not available in the new district.

Takes effect immediately upon becoming law.
