Amends the Illinois Municipal Code's Unsafe Property Division (65 ILCS 5/11-31-2) to allow holders of receiver's certificates, notes, or liens to recover reasonable enforcement fees and expenses.

Recoverable costs include attorney's fees, title searches or examinations, process server fees, publication charges, sheriff's sale costs, and court filing fees incurred during foreclosure or other enforcement actions.

Fees and costs recovered are added to the indebtedness secured by the receiver's certificate, note, or lien, increasing the total amount owed on the property.

Applies to all enforcement actions on receiver's certificates, notes, or liens issued under the receivership provisions for unsafe properties, whether through foreclosure or other means.

Takes effect immediately upon becoming law.
