Establishes a workforce education strategic plan committee to study federal and state college and career funding programs, including Pell grants, Carl D. Perkins Act, Workforce Innovation and Opportunity Act, and Supplemental Educational Opportunity Grants

Committee must review postsecondary courses eligible for funding and determine whether eligible programs include diplomas, technical certificates, industry certifications, credentials, non-baccalaureate degrees, and apprenticeship programs

Requires annual strategic plan submission to the Governor and General Assembly by January 1 each year, with recommendations on aligning Illinois law with workforce-oriented degree markets, employer-educator coordination, and credential coordination across institutions

Committee consists of 10 members appointed by the Governor, including representatives from public community colleges, public universities, private colleges/universities, and public high schools; members serve without compensation

Committee must meet quarterly in Chicago or Springfield, receives administrative support from the State Board, and the provisions expire on January 1, 2027
